俄乌冲突爆发后，北极合作建立起来的治理机制走向瓦解，安全竞争开始占据主导地位。北极国家纷纷提升北极地区的战略地位，强化在北极地区的军事存在。北极军事安全形势的急剧恶化塑造了北极二元化安全格局与治理格局的雏形，使得域外国家参与北极治理受到严重阻碍。作为北极利益攸关方，中国需要对全新的北极地缘政治格局作出回应，在治理能力、外交参与、话语建设方面有所建树，以负责任大国的积极姿态，为北极和平稳定和可持续发展作出贡献。
